That looks to be a 569204 mis-stamped with XXXX over and then the correct 4 over the 3.

569204 generally fitted to 1 Tons, fire tender conversions and other special bodies.

579293 IIB FC but also fairly common on 1 Ton 109"s.

534384 IIA FC

Well 1 tons and FCs are much heavier and lower geared, both factors leading to much increased fuel consumption.
